Ok first of all i know a little about cars and one thing that i know is that a year 2000 car has a shut off at a pre-determand mph right, I have 2000 Jetta GLX I bought it used and it had a few things done to it like it was lowered, intake, exaust, rim and i think it has a chip in it because it does not shut off i got it up to 147 mph and i was only at 5000 rpms in 5th, so please let me know because i am not sure if all vr6`s are like this but mine just will not quit.  

Usually, adding a chip to a car's computer removes things like an RPM and speed limiter from the program. So, if your car has been chipped or reprogrammed, this is likely the case.
