One thing you can do to check your fan's state of function is, with your car off, to turn on your A/C (or defroster if no A/C) and turn the key on, but don't start the car. If your fan runs, then all _SHOULD_ be well with your fans and the problem is something else, like a thermostat being stuck (or installed backwards -- guilty as charged a long time ago ) or a bad water pump.
Straight antifreeze does not have the best heat-exchanging qualities. Water freezes at 32 F and boils at 212 F, while most 'green' antifreeze will freeze at 8 F and boils somewhere around 350 F. However, when you combine them in a 50/50 mix, the freezing point of the mixture becomes -36 F and boils around 225 F. Additionally, antifreeze's specific heat capacity (Cp) is much lower than water's, 0.865 vs. 4.51 respectively, at 200 F. So when you combine the two, and add the pressure that the radiator cap holds (usually 16 psi) you get a boiling point north of 240. This all assumes that you are using ethylene glycol-based antifreeze and distilled water.
Now that your eyes have glazed over, it would be prudent to go ahead and do a flush and fill to help determine there are no blockages. Then, refill with a 50/50 mix for the best protection even if the fan isn't working.
Test your fans as above and see if they are turning. If not, run a hotwire from the battery and to the plug on the fan and see if it starts turning. If it does, then you may have a bad fan relay or temperature switch.
I hope I've helped, and good luck!
