hey everyone im new here im looking for a little help got a 94 golf just put a new starter and it still wont start.when I put the key in the ignition all the lights come on the dash plus all my outer lights work,power sunroof opens but the thing just wont turn over PLEASE HELP what can it B??

Could be the starter relay, could be the starter switch itself. Not sure if there's a fusible link involved on the older VWs, but it could be that as well. And not to sound condescending, but are you sure your battery is good? They can hold just enough charge to make the lights light up and not start the car.
