I have a 1.8 Passat...I'm going with a chip. Chips give you the most bang for your buck, usually about 40hp safely. Check out APR racing or GIAC. Also, check out a bigger intercooler and full exhaust setup. And the suspension is important as well.

I agree with RedKryptonit, the chip is the best deal, I would go with apr for a more reliable system though, and they've got tons more reputation.  If you do though I would immediately put a bigger intercooler(not a huge one) on there, your stock turbo will be puttin out alot more heat with the chip.  If you are thinking about coilovers, look up cup kits, they are the same deal, but non adjustable and save you $.  In addition to the cup kit, a rear sway bar is one of the most recommended upgrades fr a mkiv jetta.   Cup kit+ rear sway bar from h&r on tirerack.com is a grand.  Apr chip is 5 or 600

ps sucks about the tiptronic, but you should be able to reach 250hp with no problems from that tran

well unless you think you are going to get a manual transmission put into the car, you wouldn't want to invest in a bigger turbo with the tiptronic, auto trans don't do as well with more power, so just stick with a chip, 250hp should be plenty of fun for you I'm sure.
